The Netherlands' Delegation Letter No 2953 Circulating the Introduction of the Draft Report of the Rapporteur of Sub-Group 4 (Prof. C.L. Patijn)

Description: Attached to this letter from Deputy Permanent Representative J. H. O. Insinger to NATO Secretary General Manlio Brosio is the first part of a preliminary draft of a report on the task of the alliance in regions outside the NATO area. The document also discusses the bearing of events outside Europe on the effectiveness of the alliance as a factor for durable peace. Prepared by C. L. Patijn, Rapporteur of Sub-Group 4, the report promotes the view that NATO's task beyond the Atlantic region is not to operate outside the area, but to devise common policies for its members. Patijn argues that world order requires the full cooperation of Western Europe and North America in emergencies and in the event of dangerous developments in the developing countries.
