Description: In this editorial note on the 1966 Political Consultative Committee (PCC) meeting held in Bucharest, Vojtech Mastny outlines the Soviet campaign to reform the Warsaw Pact, which includes enhancing the powers of the supreme commander of the UAF, creating a military council as a PCC subsidiary body, and establishing a committee on technology to supervise research and development. Mastny further discusses Romania's opposition to Soviet proposals for declarations on the situation in Vietnam and on peace and security in Europe, and its contribution to growing disagreements within the Warsaw Pact.
