This letter from Bulgarian Deputy Prime Minister Georgi Chankov to Prime Minister Valko Chervenkov informs the prime minister about the financial consequences of a grant of cotton yarn and spools to North Korea. Due to the increasing costs of this grant, Chankov suggest financing the excess costs not from the state's budget reserve, but from the producing factories' own accounts.
