Proposal by Hungarian Minister of Defense Mihály Farkas on the System of Mobilization

Description: This proposal by Mihály Farkas discusses the preconditions for establishing a quick and effective mobilization system in Hungary. The proposal advances a system of concealed mobilization based on auxiliary headquarters. The arguments for and against concealed mobilization based on auxiliary headquarters are discussed and contrasted with the method of calling up the troops directly. Farkas does not expect the public to react enthusiastically to war, and believes that a considerable number of conscripts will only join their units reluctantly.
