Geneva Negotiations between the USSR and the US on Medium-Range Nuclear Weapons in Europe

Description: This document presents a West German assessment of the Geneva Soviet-US negotiations on intermediate-range nuclear forces in Europe. It was prepared by the East German Staatssicherheit (Stasi) intelligence agency. From the West German government's point of view, the Soviet and US negotiating positions are incompatible in many aspects. This refers to different interpretations as to whether delivery systems or warheads are to be counted or what the scope of a treaty might be. The paper ends with an assessment of the West German position regarding the Geneva negotiations.
