Description:
Attached to this document is a briefing by the NATO special adviser for policy planning that aims to define the objectives and prodecures of the NATO Council Resolution on Future Tasks of the Alliance. Given the time available, the author recommends to conduct two preliminary studies on the Soviet perspective on NATO and other external developments affecting the mission and its principles. The future NATO tasks should be identified based on the results of these examinations. Regarding the procedure, he suggests that a committee of high-level governmental experts be established that would also organize hearings and surveys. Collection: Harmel Report
