This paper, submitted to NATO Secretary General Manlio Brosio by the UK delegation, contains proposals for basic ideas underlying the papers of all rapporteurs. The UK delegation maintains that the existence of the alliance will be required beyond 1969 and addresses issues such as the disparity between the power and the influence of the US and that of other members of NATO, the problem of a European settlement, and notably the German Question in light of détente at the time.
