Warsaw Treaty Statement about Talks on Reduction in Armed Forces and Conventional Armaments in Europe

Description: This statement, published after the 1988 PCC meeting in Warsaw, focuses on matters the Warsaw Pact member state propose should be resolved during the first phase of disarmament negotiations with NATO. The goal of this first phase should be to achieve roughly equal overall levels in terms of troop strength and conventional weaponry, no lower than the current levels on either side. Secondly, measures should be taken to reduce and eliminate the risk of a surprise attack. Finally, relevant initial data that is essential for conducting the negotiations should be exchanged.
