Description:
This report summarizes the visit of the rapporteur of Sub-Group 4, C. L. Patijn, and his colleague John Vernon to Washington and Ottawa. Against the background of the Six-Day War, the author of the report, Vernon, points to the inadequacies of the consultative practices within NATO at the time, thereby conferring an urgent sense of purpose upon the area of study assigned to Sub-Group 4. Vernon reports that while the US wanted to invite Europe to propose initiatives to improve the global consultative machinery within NATO, with particular reference to crisis management, Canada, on the other hand, expressed the hope that by clarifying the limits of NATO consultation, the final report of Sub-Group 4 would dissolve expectations that are beyond the reach of the Atlantic alliance.
