Romanian Proposal for Warsaw Pact Reform: Information Regarding the Romanian Proposal

Description: This report discusses Romania's proposal for reorganization of the Warsaw Pact. In essence, Romania suggests the following: (i) taking the Political Consultative Committee (PCC) out of the Warsaw Pact structure and replacing it with a body with responsibility for the political and economic fields only, and (ii) creating a military committee of defense, which would become the military organ of the Warsaw Pact. Moscow agrees to study the proposals, but states that radical structural changes should be avoided so as not to undermine the unity of the Warsaw Pact position during negotiations with the West.
