Etudes de Propositions de Réformes (Memo des Affaires Politiques)

13 Feb 1967
Description: This report reviews the different declarations and publications regarding the NATO Council Resolution on the Future Tasks of NATO between 1965 and 1967. The author identifies three common conclusions in these texts: NATO's success in completing its task of protecting liberties and peace, the new context of détente, and the recovery and strengthening of Europe since the Second World War. With respect to NATO reform proposals, he groups the texts into four different categories. The first group puts forward the idea of a partnership between Europe and the US as a consequence of the events. The second category argues that from a idealistic point of view, NATO should be transformed into a worldwide organization and widen its scope. The third cluster includes proposals for a modification of the NATO structure. Opposed to this viewpoint, the fourth group suggests that NATO's problems arise from the politics and attitudes of the member states, which need to be changed accordingly.
