Description: This is the transcript of a speech given at a meeting of the Central Committee of the Soviet Communist Party, addressing the results of a June 1960 meeting of twelve Communist parties in Romania as well as the position of the Chinese leadership on Communist theory and international relations. It focuses on the conflict between China and the Soviet Union, commenting on the methods of the PRC leadership and what is termed as its major faults with respect to Communist theory.
