This is a record of the 1989 Political Consultative Committee (PCC) meeting in Bucharest. The First Secretary of the Soviet Union, Mikhail Gorbachev, speaks in favor of discussing economic development issues and points to the economic problems of the Soviet Union. He also outlines negative reactions of the population to the economic crisis. Todor Zhivkov underlines that Bulgaria is not ready for perestroika while the Polish side speaks of significant oppositional forces in parliament with whom it is necessary to develop productive political cooperation.
