Estimates of Soviet Ground Force Capabilities

Description: In this letter to US Secretary of Defense Clark McAdams Clifford, Secretary of State Dean Rusk expresses his concern about exchange of intelligence information among NATO allies. The belief that the statement of Deputy Secretary of Defense Nitze is based on inconclusive intelligence that should not have been released leads Rusk to ask CIA and the Defense Department for better coordination of intelligence contacts with foreign governments.
