Description: According to this telegram from the US Mission to NATO to the US Department of State, Ambassador Harlan B. Cleveland defends a US dissenting footnote on NATO forces capabilities by arguing that Washington is trying to avoid exaggerated estimates of Soviet forces and to promote more effective expenditure of NATO military resources.
