Description: In this January 1968 memorandum to US President Lyndon B. Johnson, Secretary of Defense Robert S. McNamara argues that intelligence estimates of Warsaw Pact forces support the argument that NATO non-nuclear capabilities should help deter a deliberate non-nuclear attack by denying the Warsaw Pact any confidence of success.
