Description: This document is a transcript of a speech by Soviet leader Mikhail Gorbachev at the 1986 Political Consultative Committee (PCC) meeting in Budapest. Gorbachev presents the three main topics discussed during the Geneva talks: space weapons, strategic attack missiles, and intermediate-range missiles in Europe. He then voices a further proposal for the future reduction and ultimate elimination of conventional and nuclear weapons in Europe.
