Description: This document presents the opinion of the East German Minister of Defense Heinz Kessler on the future role of the Warsaw Pact (WP) United Armed Forces' Technical Committee, as voiced during a meeting with WP Commander-in-Chief Viktor Kulikov. Kessler made his statement during the 19th session of the WP Committee of Ministers of Defense (CMD) in Warsaw in 1986. He criticizes the decision of the CMD to involve the technical committee in the process of military production and stresses its role as a coordination body.
