In his analysis of the December 1970 Political Consultative Committee (PCC) meeting held in Berlin, Vojtech Mastny notes that the discussion centered around the negotiation, though not yet conclusion, of a German-Polish peace treaty. The treaty is seen as crucial because it involves recognition of Poland's western border as well as the establishment of normal diplomatic relations between West Germany and the Warsaw Pact countries.
