Description:
This is a document on civil defense in the Warsaw Pact (WP), approved at the tenth session of the Committee of Defense Ministers (CDM) in Budapest in 1977. It assesses that the WP's cooperation in the field of civil defense has improved. The Soviet Ministry of Defense is asked to assist with the establishment of an integrated early warning system for nuclear strikes. Additionally, a cross-border civil defense exercise is to be organized.
