This document is a transcript of a speech by the director of the Chinese Nuclear Armaments Program, Nie Rongzhen. Rongzhen's speech was delivered at the January 1956 meeting of the Warsaw Pact Political Consultative Committee (PCC) and deals with mutual assistance and cooperation among the Warsaw Pact countries on the issues of world peace and collective security. As an example of how best to protect national security under conditions of increased political tension between East and West, he cites East Germany's decision to build its own National People's Army and join the Warsaw Pact's Joint Command of allied forces. Furthermore, Rongzhen gives a critical account of the NATO countries' military expansion plans and their intervention in the struggle for national independence of countries in the Middle and Far East and Asia.
