This US State Department memorandum refers to a meeting between the vice president of the Romanian Council of State Emil Bodnăraş and the US ambassador to Romania Harry Barnes. Bodnăraş argues that Romania is trying to maintain good relations with the Soviet Union despite criticism from the Soviet military leadership. Bodnăraş claims that NATO serves as a justification for the continued presence of Soviet troops in Eastern Europe. As for the situation in the Middle East, Moscow is trying to undercut US Secretary of State Henry Kissinger's peacemaking efforts.
