Description: This comment by Vojetch Mastny summarizes the critique of the 1964 War Plan. Mastny admits that the plan was not a precise one. Accordingly, the plan is relatively independently formulated, partly due to the fact that the Soviet Union did not control Czechoslovakia militarily before 1968.
