Memorandum of the Conference of Foreign Ministers

Description: This document, an outcome of the 1966 meeting of the Warsaw Pact (WP) foreign ministers in Moscow, reports on European security and the international political situation (e.g., in West Germany), and discusses ways to improve the structures of the alliance. The Romanian opposition to the issues under discussion delays agreement on security issues. It also prevents various agreements, e.g., a general statement on border issues and claims, and an agreement on the further institutionalization of the WP.
