Description: According to Vojtech Mastny's analysis of the 1969 Political Consultative Committee (PCC) meeting in Budapest, it represented a landmark in the history of the Warsaw Pact. The main task of the conference was to prepare a single document on the reorganization of the alliance, namely on the establishment of a strengthened unified command, a Committee of Defense Ministers (CMD), a military council, and a committee on technology. Additionally, the PCC prepared a draft appeal for a security conference, which was notable for the absence of any preconditions.
