Memorandum from the East German Director of Signals Intelligence (Major-General Horst Männchen) to the Deputy Director of the East German Ministry of State Security (Lieutenant-General Gerhard Neiber)

Description: This East German memorandum addresses the activities of West German stay-behind agents preparing for a possible Warsaw Pact invasion. These agents live close to the East German and Czechoslovak borders. The agents' communications and activities are to be closely monitored; this is possible to faulty use of encryption technology by the West German intelligence service BND (Bundesnachrichtendienst).
