Description: In this memorandum, Bulgarian Minister of Foreign Affairs Petar Mladenov reports the conclusions of the July 1988 Political Consultative Committee (PCC) meeting in Warsaw. Among the issues presented to the politburo of the BCP are: the dissipation of the threat of war in light of a transition from confrontation to cooperation at both the military (disarmament negotiations) and political (West European integration, WTO-NATO bilateral cooperation on ecological problems) levels. On a more regional level, Romania's proposals are criticized, and disagreements between Romania and Hungary over issues of human rights and humanitarian cooperation are outlined.
