Telex from Viktor Kulikov (Supreme Commander of the United Armed Forces) to Heinz Hoffmann (East German Minister of Defense) of 14 October 1983

Description: This is a telex from the Supreme Commander of the United Armed Forces, Viktor Kulikov, to East German Defense Minister Heinz Hoffmann. Kulikov informs Hoffmann that the members of the Warsaw Pact Committee of Ministers of Defense (CDM) agree with the draft documents prepared for the extraordinary CMD session in East Berlin in 1983. The only exception is Romanian Defense Minister Constantin Olteanu, who wants all denouncements of NATO to be removed from the draft documents.
