In this memorandum, the rapporteur of Sub-Group 4, Foy Kohler, expresses some of his personal opinions regarding the role of NATO in the late 1960s. He argues that while the principal objective remains the security of the North Atlantic area, this now involves, to a greater extent, questions of political tactics and actions as well as military issues. With respect to NATO's security policy, Kohler states that the maintenance of an adequate deterrent remains fundamental to East-West relations.
