Description:
This document is the final version of the analysis of the permanent representatives' discussion. It states that the majority view criticized what was called the uneven progress of the sub-groups and the relatively independent course taken by certain rapporteurs in the preparation of their reports. The three main points of criticism are that: (i) political realities tend to be lost from sight, (ii) certain aspects are not given full attention, and (iii) the independent course of the rapporteurs can only hamper the coordinating tasks of the special group.
