Description:
This Soviet report lists the incidents and confrontations between the Soviet and Albanian staff at the naval base at Vlorë. The most consistent complaints from the Soviet side concern the refusal of members of the Albanian staff to follow Soviet orders, thus not only expressing disrespect for their colleagues, but also endangering operations at the base.
