Note on the Talks Held at the CC of the Romanian Workers' Party on 3 April 1963, with Soviet Leader Yuri Andropov

Subject: Economic Cooperation
3 Apr 1963
Description: These minutes of talks cover economic issues within the Council for Mutual Economic Assistance (COMECON), such as international cooperation and joint planning. Among the issues discussed is the Soviet offer of technical assistance for building hydroelectric power stations along the Danube. The electric energy consumption of the COMECON countries is analyzed. Within COMECON, the sovereignty of each state is to be respected as strictly as possible. Participants argue that the Common Market in Western Europe does not constitute a threat, since there are serious differences between the six member countries. The question is raised why China, Korea, and Vietnam are not members of COMECON.
