Description: This draft report elaborates on the ideological foundations and unity of NATO. It provides an overview of the evolution of NATO since 1949 and points out that its initial conception - as an instrument of world policy - is no longer supported by all members. The report, however, emphasizes that the states agree on the continuation of the alliance, mainly because NATO is still perceived to be the most effective means of preventing or repelling a Soviet attack. It further accentuates the need for permanent consultation in the council.
