Speech by the General Secretary of the PCR (Nicolae Ceauşescu)

Description: This is a transcript of a speech given by the general secretary of the Romanian Communist Party, Nicolae Ceauşescu, at the 1983 Political Consultative Committee (PCC) meeting in Prague. He calls for defense readiness on the part of the Socialist countries and for a balance of power. However, he holds that the ultimate goal should be disarmament and a dissolution of both NATO and Warsaw Pact, starting with unilateral disarmament and military budget reduction by the Warsaw Pact signatories, also adding bilateral negotiations on troop withdrawal, disarmament, and the destruction of nuclear weapons as soon as 1983. At the end of his speech, he points to the Warsaw Pact members' responsibility for the worsening of the international situation.
