Description: This stenographic transcript of a meeting of the Central Committee of the Romanian Communist Party (RCP) contains information given by First Secretary of the RCP Nicolae Ceauşescu about the speech he prepared for his upcoming visit to Moscow. His main argument is that due to the reduction of tensions at the international level, military expenditures should not be increased. In his view, arms expenditures are an obstacle to economic and social development.
