Speech by the Soviet Foreign Minister (Andrei A. Gromyko)

Description: This is a transcript of a speech given by Andrei Gromyko at the 1979 CMFA meeting in Budapest. He outlines confidence-building measures and makes a proposal towards military détente, namely a treaty on the no-first use of nuclear and conventional weapons to be joined by the signatories of the Helsinki conference. He also discusses the perspectives for a US-Soviet treaty on the limitation of strategic nuclear weapons. At the end of his speech, he assesses the international situation and criticizes Romania for its divergent proposals at the meeting.
