Speech by the Romanian Foreign Minister (Stefan Andrei)

Description: This is the transcript of a speech given by Romanian Foreign Minister Stefan Andrei at the 1983 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Prague. He calls for a successful conclusion of Soviet-US disarmament talks. He also repeats the Romanian proposal to freeze defense spending and to use the savings for economic and social programs, and points to the Romanian decision to freeze the nation's defense budget at the level of 1982.
