Meeting of General Speidel with General Taylor

Description: This memorandum of conversation records a discussion between US General Maxwell Taylor, Chairman of the Joints Chiefs of Staff, and West German General Hans Speidel on NATO's nuclear strategy, strategic warning, and diverging US and West German estimates of Soviet forces. The main question is how long the NATO forces based in Europe would be able to defend with conventional forces against an enemy attack before escalating to tactical nuclear warfare.
