Description: According to Vojtech Mastny's editorial note, the main task of the 1988 meeting of the Political Consultative Committee (PCC) in Warsaw was to prepare the negotiations on the reduction of conventional forces (CFE) and the complementary negotiations on confidence-building measures (CBM), both within the framework of the CSCE talks in Vienna. Having grasped the link between security and human rights, Soviet leader Mikhail Gorbachev recommended undertaking serious discussions on the subject and developing humanitarian contacts in ways that would prevent the West from hampering disarmament negotiations. He encountered support from Bulgaria and Hungary but opposition from Romania and East Germany, who saw the new trend in Soviet policy as a threat to the integrity of the alliance.
