Record of a Conversation between the Secretary General and Mr. Rostow and Mr. Cleveland on 10 September 1967

Description: This record of a conversation between NATO Secretary General Manlio Brosio, US Deputy Special Assistant to the President for National Security Affairs Walt Rostow, and US Ambassador to NATO Harlan Cleveland focuses on a suggestion to create a permanent body to deal with the questions of European security and the division of Germany. The participants argue that such a move may return a major result justifying the whole Harmel exercise. Other points discussed are the position of France and the timing and tasks of the secretariat in preparing the final reports.
