This report summarizes the recent visit of Soviet General Secretary Leonid Brezhnev to India. During talks with Indian Prime Minister Indira Gandhi, Brezhnev summarizes latest Soviet efforts to implement further measures of détente in Europe. Gandhi reaffirms the close partnership with the Soviet Union based on the 1971 Indo-Soviet Treaty of Friendship and Cooperation. She stresses the close coordination of the foreign policies of both countries during and after the Bangladesh crisis of 1971. With respect to Sino-Indian relations, Gandhi castigates Chinese hegemonic ambitions and Beijing’s attempts to establish a presence in the wider Indian Ocean region through subversive means. According to the Indian view, these ambitions are reinforced by the Sino-American rapprochement.
With respect to Indian domestic politics, Indira Gandhi contrasts friendly relations with the Soviet Union to the strained relations with the U.S. While the latter supports reactionary forces in Indian society, the pro-Soviet fraction of the Indian Communist Movement closely collaborates with the ruling Congress Party (R). The report also mentions a meeting of Brezhnev with the leadership of the Communist Party of India in which he reaffirms the Soviet objective of deepening friendship with India.
