"Planning for the Unplannable"

Description: This introduction by Vojtech Mastny discusses the background of the 1964 Soviet plan for the use of the CSSR army in wartime. It outlines that the war plan is based on the Warsaw Pact assumption of a quickly repulsed initial NATO strike and a decisive Soviet-led counter-offensive into Western Europe within nine days. Mastny points to the war plan´s presumption of the routine use of nuclear weapons by both sides and highlights that the document illustrates the shortcomings of the concept of nuclear deterrence. While there is no evidence for any direct intentions of the Soviet side to launch nuclear attacks, the war plan shows the vastness of the military build-up and the growing sophistication of nuclear weapons.
