Memorandum of Conversation between Soviet Chief of Staff (Sergei Akhromeev) and East German Defense Minister (Heinz Kessler)

Description: This is a memorandum on a meeting between Soviet Chief of Staff Sergei Akhromeev and East German Defense Minister Heinz Kessler. Akhromeev informs his East German colleague on the current economic and administrative problems in the Soviet Union. According to Akhromeev, Perestroika does not necessarily apply to other Socialist countries, since each country has to find its own path to reform. He goes on to explain recent Soviet actions, such as the commitment to unilateral weapons cuts in support of the arms control process with Washington. He reassures Kessler that Perestroika does not constitute a threat to Socialism.
