Memorandum on Results of Meeting of Commanders-in-Chief Regarding Reorganization of Warsaw Pact

Description: This memorandum of a 1968 meeting of the Warsaw Pact (WP) commanders-in-chief concerns the establishment of the principal institutions making up the WP Unified Command. It lists Romanian objections, including those concerning the draft statute for the WP Military Council, and demands for the role of the Unified Command to be more clearly defined. The document assesses the Romanian position as inflexible, with the objective of withholding official recognition of the Unified Armed Forces.
