Description:
In this draft communiqué on the 1987 Political Consultative Committee (PCC) meeting in Berlin the Warsaw Pact countries declare that their military doctrine is of a defensive nature based on the need to keep a balance of military forces at the lowest possible level. They offer a mutual and balanced reduction of weapons and armed forces between Warsaw Pact and NATO and propose a ban on nuclear testing. They also state that they are prepared to further develop mutually advantageous economic, scientific, and technical cooperation.
