Comparison of Warsaw Treaty and NATO Positions Concerning the European Security Conference

Description: This 1971 report reflects the respective positions of the Warsaw Pact (WP) and NATO on the imminent European security conference. The WP members are in favor of convening it sooner rather than later, and would like to limit the agenda to security issues while excluding arms control negotiations. The NATO members propose that the agenda be discussed first, and that human rights issues be included.
