Description: In this speech during a meeting of Warsaw Pact member states and China, the Soviet Foreign Minister outlines Soviet positions on the signing of a peace treaty with Germany in preparation for the forthcoming meeting of the Council of Foreign Ministers in Geneva. He reaffirms the Soviet position in favor of signing a treaty with both German states.
