Memorandum on the Hungarian Position re: the Reform of the Warsaw Pact's Mechanisms

Subject: Meeting of Experts Studying the Development of the Warsaw Treaty´s Cooperation Mechanism (Moscow, December 8-10, 1988)

Description: This memorandum, following a discussion at a meeting of experts on the development of the Warsaw Pact's cooperation mechanisms, discusses proposed changes to the structure of the alliance. Hungary sides with Romania in opposing the idea of a permanent secretariat. At the same time, not wanting to be singled out in their opposition, Hungarian party leaders decide that should such a permanent organization be established, they would recommend that it also handle human rights and humanitarian issues. The second part of the memorandum discusses the improvement of the work of Warsaw Pact's military structures.
