Report from Politburo Members to Communist Party India (CPI) General Secretary (AK Ghosh) Regarding Kashmir

Subject: Answer to Questions Regarding Kashmir

Description: This document includes a draft and later version of an answer from the Central Committee (CC) of the Soviet Communist Party to AK Ghosh, CC CPI member. The response focuses on the CPI's policy toward the Kashmir conflict, arguing that the people of Kashmir should decide its future official status, that UN and Anglo-American representatives should be excluded from the process and that a constituent assembly should be established. In addition, the paper argues that Kashmir should be part of India – in order to prevent American influence through Pakistan – and that in the case of a Pakistani military assault the CPI should support an Indian retaliation.
