Soviet Statement at the Meeting of the Chiefs of General Staff in Sofia

Description: In this statement, Soviet Colonel General S. F. Romanov explains the importance of establishing a wartime chain of authority and procedures within the Warsaw Pact. He emphasizes the importance of a centralized command for the United Armed Forces (UAF) in wartime. Romanov suggests that the supreme commander of the UAF should fulfill this function and should have the right to issue binding orders. According to Romanov, the national military commands have the responsibility of completing operational tasks, securing material, and providing technical support.
